Why is the provisions of Section 14 sub section 3 of the 1999 Constitution of the Federal Republic of Nigeria not being adhered to in the appointments into the managerial positions in the NNPC?

After they'll say we're not supposed to talk when they continue failling to do the right thing. Always breaching the constitution with impunity, how can the change start with me?
